Spain becomes the first EU country to make digital transport documentation mandatory for inspections. From October 5, 2026, the electronic Documento de Control Administrativo (DCA) will be mandatory for all road transport in and through Spain. What initially sounds like a national peculiarity is actually the prelude to the comprehensive digitalization of European freight transport.
For transport companies, freight forwarders and shippers, this means concrete pressure to act: anyone serving Spain must convert their systems by Q4 2026 at the latest. However, instead of implementing a country-specific isolated solution in the short term, there is now an opportunity to take the future-oriented path right away: The electronic CMR consignment note (eCMR) not only fulfills the Spanish DCA requirements, but will also become a binding EU standard from 2027.
The Documento de Control Administrativo (DCA) is part of Ley 9/2025, de 3 de diciembre, de Movilidad Sostenible (Sustainable Mobility Law), which was passed on December 3, 2025 and came into force on December 5, 2025. Spain is the first EU member state to take the digitalization of freight transport seriously.
From October 5, 2026, all transport companies must be able to present digital transport documents during traffic controls in Spain. Paper-based CMR consignment notes will no longer be accepted for national transports. The transition period is only ten months after publication of the law.
Companies that cannot present digital transport documents risk fines, delays in the supply chain and competitive disadvantages. Spain is an important market for many logistics companies; exclusion or operational restrictions are not an option.

The eCMR is the digital version of the CMR consignment note, which has been used in international road freight transport for decades. The eCMR is already legally valid in 12 EU countries that have ratified the eCMR protocol of 2008. From 2026, all EU authorities will have to accept eCMR documents and an EU-wide obligation for digital documentation will be gradually introduced. All future transport documents will be processed via eCMR-compliant platforms.

This is the basis for a truly end-to-end digitalization of the European transport industry.
